सोनम वांगचुक के आंदोलन में नया मोड़: बदल रही है राजनीतिक रणनीति?

लद्दाख के सामाजिक कार्यकर्ता और शिक्षा सुधारक सोनम वांगचुक का आंदोलन अब ऐसे मोड़ पर पहुंच गया है, जहां राजनीतिक संकेत पहले से कहीं अधिक महत्वपूर्ण हो गए हैं। लंबे समय से जारी उनके अनशन और दिल्ली में चल रहे विरोध प्रदर्शन के बीच उनकी पत्नी गीतांजलि आंगमो का 19 जुलाई को दिया गया बयान इस पूरे आंदोलन की दिशा बदलने वाला माना जा रहा है।

गीतांजलि आंगमो ने संकेत दिया कि यदि विभिन्न राजनीतिक दलों के नेता सोनम वांगचुक से मिलकर यह भरोसा दिलाएं कि संसद के मानसून सत्र में लद्दाख, जवाबदेही और शिक्षा से जुड़े मुद्दों को प्रभावी ढंग से उठाया जाएगा, तो सोनम वांगचुक अपना अनशन समाप्त करने पर विचार कर सकते हैं।

यह बयान कई सवाल खड़े करता है। क्या आंदोलन अपने निर्णायक चरण में पहुंच चुका है? क्या यह सरकार पर नैतिक दबाव बनाने की रणनीति है या फिर आंदोलन को सम्मानजनक तरीके से समाप्त करने का रास्ता खोजा जा रहा है?

एक दिन में बदला संदेश

दिलचस्प बात यह है कि इससे ठीक एक दिन पहले गीतांजलि आंगमो का रुख अलग दिखाई दे रहा था। उन्होंने कहा था कि यदि सोनम वांगचुक संसद मार्च में शामिल नहीं हो सके तो वह स्वयं मार्च का नेतृत्व करेंगी। उस समय संदेश यह था कि आंदोलन हर हाल में जारी रहेगा।

लेकिन 19 जुलाई के बयान में संघर्ष की जगह समाधान की संभावना पर अधिक जोर दिखाई देता है। संसद मार्च से ठीक पहले आया यह बयान यह संकेत देता है कि आंदोलन के अगले चरण को लेकर गंभीर विचार-विमर्श चल रहा है।

हालांकि दिल्ली पुलिस ने संसद मार्च की अनुमति नहीं दी है। ऐसे में यह भी संभव है कि परिस्थितियों को देखते हुए आंदोलन की रणनीति बदली जा रही हो।

क्या आंदोलन से सम्मानजनक निकास की तलाश?

मेरी नज़र में गीतांजलि आंगमो का बयान केवल एक मानवीय अपील नहीं बल्कि राजनीतिक संकेत भी है। मेरा मानना है कि सोनम वांगचुक अब इस आंदोलन से सम्मानजनक तरीके से बाहर निकलना चाहते हैं। गीतांजलि ने जो मांग विपक्ष के सामने रखी है, उस पर तो विपक्ष पहले से ही चल रहा है।

लगभग सभी प्रमुख विपक्षी दल पहले ही उनके प्रति समर्थन जता चुके हैं, उनकी गिरती हुई सेहत पर चिंता व्यक्त कर चुके हैं और संसद में उनके मुद्दे उठाने की बात कह चुके हैं, तो फिर गीतांजलि आंगमो के बयान का औचित्य क्या रह जाता है?

नेता प्रतिपक्ष राहुल गांधी सहित कई विपक्षी नेताओं ने सार्वजनिक रूप से वांगचुक के समर्थन में बयान दिए हैं। ऐसे में यदि विपक्ष संसद के भीतर इन मुद्दों को उठाने का भरोसा देता है, तो आंदोलन को अगले राजनीतिक चरण में ले जाने की कोशिश के रूप में भी इसे देखा जा सकता है। आखिर सोनम वांगचुक और अभिजीत दिपके (कॉकरोच जनता पार्टी) अपने आंदोलन को कांग्रेस या विपक्ष के साथ मिलकर क्यों नहीं चलाते या अब तक क्यों नहीं चलाया।

वरिष्ठ पत्रकार राजू पुरुलेकर  ने पहले ही इस आंदोलन को लेकर कुछ सवाल उठाए थे। उनके अनुसार आने वाले दिनों में यह स्पष्ट होगा कि आंदोलन की वास्तविक दिशा क्या है और इसके राजनीतिक परिणाम किस ओर जाते हैं।

मुझे अब घटनाक्रम उसी दिशा में आगे बढ़ता दिखाई दे रहा है। यदि आंदोलन का समापन राजनीतिक आश्वासनों के आधार पर होता है, तो यह स्वाभाविक रूप से इस प्रश्न को जन्म देगा कि आंदोलन का अंतिम उद्देश्य क्या था और वह किस हद तक पूरा हुआ।विपक्ष पहले से ही कई राष्ट्रीय मुद्दों पर सरकार को घेरने की कोशिश कर रहा है। राहुल गांधी और कांग्रेस लंबे समय से पेपर लीक के मुद्दे पर अभियान चला रहे हैं। इसके अलावा मतदाता सूची, चुनावी पारदर्शिता और कन्फर्म "वोट चोरी" जैसे मुद्दों को भी लगातार उठाया गया है।

बिहार, असम, महाराष्ट्र और पश्चिम बंगाल सहित कई राज्यों में मतदाता सूची से जुड़े विवादों ने राहुल गांधी द्वारा उठाई गई आशंकाओं को बल दिया है। इन मामलों की निष्पक्ष जांच और राजनीतिक जवाबदेही की आवश्यकता है। जिन लोगों को इन घटनाओं में कोई समस्या दिखाई नहीं देती, वे लोकतांत्रिक प्रक्रियाओं में उठ रहे गंभीर सवालों को नजरअंदाज कर रहे हैं।

लद्दाख हिल काउंसिल और सोनम वांगचुक

सरकार ने लद्दाख हिल काउंसिल को लेकर जो पहल की है, क्या सोनम वांगचुक का आंदोलन उससे प्रभावित होने जा रहा है। यह देखने वाली बात होगी कि भविष्य में सोनम वांगचुक की भूमिका क्या रहती है। क्या वे किसी औपचारिक राजनीतिक या संस्थागत प्रक्रिया का हिस्सा बनते हैं, या फिर आंदोलनकारी के रूप में अपनी स्वतंत्र भूमिका बनाए रखते हैं।

जब सरकार दिल्ली में लद्दाख के प्रतिनिधियों से बातचीत कर रही थी, उसी समय सोनम वांगचुक दिल्ली में भूख हड़ताल पर बैठे हुए थे। इसलिए आने वाले समय में यह स्पष्ट हो सकेगा कि दोनों प्रक्रियाओं के बीच क्या संबंध था।

क्या अन्य मुद्दे पीछे छूट गए?

सारे घटनाक्रम के मद्देनज़र महत्वपूर्ण राजनीतिक निष्कर्ष यह भी है कि सोनम वांगचुक और कॉकरोच जनता पार्टी के संस्थापक अभिजीत दिपके के आंदोलन के कारण अयोध्या में कथित राम मंदिर घोटाले का मुद्दा सार्वजनिक बहस में पीछे चला गया।

संसद के मानसून सत्र में यह देखना महत्वपूर्ण होगा कि विपक्ष किन मुद्दों को प्राथमिकता देता है। क्या वह शिक्षा, पेपर लीक के सवालों पर अधिक जोर देगा, या अयोध्या से जुड़े आरोपों को भी समान मजबूती से उठाएगा?

मानसून सत्र पर टिकी निगाहें

अब पूरा ध्यान संसद के मानसून सत्र पर है। यदि विपक्ष वास्तव में सोनम वांगचुक, शिक्षा, जवाबदेही, चुनावी पारदर्शिता और अन्य लोकतांत्रिक मुद्दों को मजबूती से उठाता है, तो आंदोलन का प्रभाव संसद के भीतर भी दिखाई दे सकता है।

यदि ऐसा नहीं होता, तो आंदोलन की राजनीतिक उपयोगिता और विपक्ष की प्रतिबद्धता—दोनों पर प्रश्न उठ सकते हैं।

सोनम वांगचुक के आंदोलन का यह नया चरण केवल एक अनशन समाप्त होने या जारी रहने का प्रश्न नहीं है। यह उस व्यापक राजनीतिक संघर्ष से जुड़ा हुआ है जिसमें लोकतांत्रिक संस्थाओं की जवाबदेही, संसद की भूमिका, विपक्ष की सक्रियता और जन आंदोलनों की प्रभावशीलता जैसे बड़े प्रश्न शामिल हैं।

देश के नागरिकों को केवल सरकार ही नहीं बल्कि विपक्ष, आंदोलनकारी नेताओं और इस पूरे घटनाक्रम पर भी समान रूप से नजर रखनी चाहिए। आने वाले दिनों में संसद का मानसून सत्र यह तय करेगा कि ये आंदोलन केवल प्रतीकात्मक साबित होते हैं या वास्तव में राष्ट्रीय राजनीति और लोकतांत्रिक विमर्श को प्रभावित करने की क्षमता रखते हैं।

Sonam Wangchuk’s Protest Enters a New Phase: Is the Political Strategy Changing?

The protest led by Ladakh-based activist and education reformer Sonam Wangchuk appears to have reached a critical turning point, where political signals are becoming as important as the protest itself. Amid his prolonged hunger strike and demonstrations in New Delhi, a statement made by his wife, Gitanjali Angmo, on July 19 is being viewed as a potentially significant development that could reshape the course of the movement.

Angmo indicated that if leaders of various political parties met Wangchuk and assured him that Parliament would meaningfully raise issues related to Ladakh, democratic accountability, and education during the upcoming Monsoon Session, he could consider ending his hunger strike.

Her remarks immediately raise several questions. Has the movement entered its decisive phase? Is this a strategy to increase moral pressure on the government, or is it an attempt to find a dignified conclusion to the protest?

A Shift in the Message Within a Day

What makes the statement particularly noteworthy is that it contrasts sharply with Angmo’s position just a day earlier.

On July 18, she had declared that if Sonam Wangchuk was unable to participate in the planned march to Parliament, she herself would lead the march. The message at that time was clear: the movement would continue regardless of the circumstances.

However, her July 19 statement places greater emphasis on the possibility of a political resolution rather than continued confrontation. Coming just before the proposed Parliament march, it suggests that serious deliberations may be underway regarding the next phase of the movement.

It is also important to note that the Delhi Police has denied permission for the Parliament march. Given these circumstances, it is possible that the movement's leadership is reassessing its strategy.

Is the Movement Looking for a Dignified Exit?

In my view, Gitanjali Angmo’s statement is more than a humanitarian appeal—it also carries political significance.

It appears that Sonam Wangchuk may now be looking for a dignified way to conclude his hunger strike. The condition that Angmo placed before opposition parties—that they raise Ladakh’s concerns in Parliament—is, arguably, something the opposition has already been doing.

Most major opposition parties have publicly expressed support for Wangchuk, voiced concern over his deteriorating health, and pledged to raise his concerns in Parliament. If that is already the case, the practical significance of Angmo’s statement becomes an important question.

Leader of the Opposition Rahul Gandhi, along with several other opposition leaders, has publicly backed Wangchuk's cause. If opposition parties now formally assure him that these issues will be pursued inside Parliament, it could signal an attempt to shift the movement from street protest to parliamentary politics.

At the same time, one question remains unresolved: Why have Sonam Wangchuk and Abhijeet Dipke, founder of the Cockroach Janata Party (CJP), not conducted their movement in coordination with the Congress or the broader opposition until now?

Earlier Questions About the Movement

Senior journalist Raju Parulekar had previously raised several questions regarding the movement and its political direction. According to him, the coming days would reveal the movement’s true objectives and its political consequences.

Recent developments appear to be moving in that direction.

If the protest eventually concludes on the basis of political assurances rather than government concessions, it would naturally invite further scrutiny regarding the movement’s ultimate objective and the extent to which it has been achieved.

The Opposition's Wider Political Agenda

The opposition has already been attempting to corner the government on several national issues.

Rahul Gandhi and the Congress have consistently campaigned on the issue of examination paper leaks. They have also repeatedly raised concerns over electoral rolls, election transparency, and what they describe as "vote theft."

Controversies surrounding voter lists in states such as Bihar, Assam, Maharashtra, and West Bengal have, according to the opposition, reinforced these concerns. Calls for impartial investigations and greater political accountability continue to feature prominently in their campaign.

Those who dismiss these developments, the argument goes, may be overlooking serious questions concerning democratic processes and electoral integrity.

Ladakh Hill Council and Wangchuk's Future Role

Another important question concerns the government's recent initiatives regarding the Ladakh Hill Council.

Will these developments influence Sonam Wangchuk's movement?

The coming months may determine whether Wangchuk eventually becomes part of a formal political or institutional process or continues to operate as an independent activist outside conventional politics.

Notably, while the government was simultaneously holding discussions with Ladakh's representatives in Delhi, Wangchuk himself was continuing his hunger strike in the national capital. Whether these two parallel processes were connected remains to be seen.

Have Other Political Issues Been Overshadowed?

Another political observation emerging from recent events is that the protests led by Sonam Wangchuk and Abhijeet Dipke appear to have shifted public attention away from allegations surrounding the Ayodhya Ram Temple project.

During the upcoming Monsoon Session of Parliament, it will be significant to observe which issues the opposition chooses to prioritize.

Will education, paper leaks, Ladakh, and democratic accountability dominate parliamentary debate, or will allegations related to Ayodhya also receive equal attention?
